Biography

John P. Huvane has over 40 years of law enforcement and security experience and currently serves on the Board of Directors of the Stephen Siller Tunnel to Towers Foundation as well as Vice President of Military and First Responders Programs.

Throughout his career, Mr. Huvane has done a great deal of work with numerous police departments and criminal justice systems within North, Central and South America, Europe, the Caribbean and the Middle East, dealing with strategic deployment of personnel and assets, efficient practice policies, restructuring all levels of various criminal justice systems, correctional facilities, border security, forensic training, as well as all safety and security issues. In Colombia, Mr. Huvane advised the Ministry of Defense on the “Hot Spot” program in Medellin where, after 5 ½ months, homicides declined 48% and overall crime was down 32%. Mr. Huvane and his team were successful in consulting in the Ukraine in regards to designing and building an Office of Emergency Management. During 2018, Mr. Huvane and his team completed a criminal justice evaluation on the law enforcement, correctional facilities, and border security in the State of Amazonas in Brazil which has brought crime reduction down for three consecutive months. Mr. Huvane serves as a special adviser on crime strategy for the President of the Dominican Republic for the past 3 years.

John Huvane served 21 years with the New York City Police Department, retiring as a Detective, First Grade with 29 medals and awards including the NYPD Medal of Valor for outstanding heroism on September 11, 2001 and was recognized by the Integrity Review Board, twice, for his outstanding actions demonstrating honor and integrity, which resulted in special assignments and a promotion during his career. He was assigned to the Intelligence Division’s Dignitary Protection Unit from 1994 to 2002 where his primary assignment was as part of the executive protection detail for New York City’s 107th Mayor. From 1990 to 1994, Mr. Huvane worked on a joint task force with the United States Drug Enforcement Administration and the New York State Police to combat high intensity drug trafficking, specifically targeting Colombian drug traffickers. Prior to his narcotics work, he was assigned to a Detective Squad in the South Bronx, in the 43rd Precinct where he specialized in investigating homicides and other major crimes like robberies and burglaries. In this assignment, he cleared 100% of his homicide cases. While with this squad, Mr. Huvane won the Centurion Award – a special recognition from a law enforcement support group for his work in identifying a key witness in a serial murder case involving children. He joined the NYPD in 1982 and began his career as a Highway Patrol Officer in the 44th Precinct in the South Bronx followed by an assignment to the Bronx Narcotics Unit Major Case Team.

As an established law enforcement and security expert, Mr. Huvane has lectured extensively on law enforcement issues and initiatives, to include the American Society of Industrial Security and additional international engagements. In Lebanon, he lectured on counter-surveillance on the terrorist organization Hamas, and in Qatar, he helped to train the Qatar Secret Service on gang recognition in preparation for the 2006 Asian Games. He has also testified on Court TV and his recorded testimony was later used to train NYPD detectives on best practices for testifying in court. Mr. Huvane is also a member of the Overseas Security Advisory Council (“OSAC”) as well as the New York City Police Department Honor Legion. In addition, he has held multiple press conferences regarding safety and security issues in print and on television.

Mr. Huvane has served on the Board of the Stephen Siller Tunnel to Towers Foundation since 2014 and is now working with the foundation as Vice President of Military and First Responders Programs.
Mr. Huvane has a Bachelor’s Degree in Criminal Justice from Saint John’s University located in Queens, New York.
